Because trends in Singapore’s labour market are continually evolving, efforts to advocate for and provide services to migrant workers in Singapore need to be informed by an accurate, up-to-date understanding of the problems they face.
In 2003, TWC2 documented five issues affecting the employment of domestic workers in Singapore: legal provisions relating to foreign domestic workers; the means and methods by which foreign domestic workers are recruited, trained, and deployed; existing social support systems for foreign domestic workers; existing and potential alternatives to employing foreign domestic workers; and cultural predispositions to abusive behaviour toward foreign domestic workers.
TWC2 launched a second research initiative in February 2006 to investigate salary deductions and other salary problems encountered by foreign domestic workers in Singapore. The results of the study were compiled in a report that was released on 18th September 2006: ‘Debt, Delays, Deductions: Wage Issues Faced by Foreign Domestic Workers in Singapore’.
